The demand for products and environmental service functions guarantees and promotes the coordinated development of population, resources, environment, and social economy. This concept was already defined in the "Declaration of Principles on Forest Issues" adopted by the 1992 Environment and Development Conference.

Sustainable management of forests means maintaining the health and vitality of forest ecosystems through scientific management and rational management of real and potential forest ecosystems, maintaining biodiversity and their ecological processes to meet the needs of forest products and environmental service functions in the process of socio-economic development, and ensuring and promoting the coordinated development of population, resources, environment and social economy. This concept was already defined in the Declaration of Principles on Forests, adopted by the Conference on Environment and Development in 1992.
