Owner is responsible for organizing the relevant departments, PMC, the unit design, materials procurement units, construction units and other related parties consisting inspection team to carry out the preliminary acceptance. The main task of the preliminary acceptance is the design and construction quality inspection and engineering assessment, inspection and final acceptance completion data file readiness, ready for the final acceptance.

The owner is responsible for organizing PMC, design, acquisition, construction, operation and other participating units to complete the completion of the acceptance document preparation, including: (1) completion acceptance report; (2) completion acceptance certificate; (3) design summary; (4) material acquisition work summary; (5) PMC summary (6) construction summary; (7) supervision summary; (8) Production preparation and trial transportation assessment summary; after the project has the completion acceptance conditions, the owner organizes PMC, the construction unit to fill in the completion acceptance program conditions implementation document (see annex), to apply to the higher department for pre-acceptance of the completion.
